WHAT IS A TARGET AREA ADVISORY COUNCIL - "TAAC" ??
TAAC's are composed of elected representatives of the poor who are
elected by the residents of the neighborhood every two years. After
each election, the TAAC expands its membership by appointing public
officials, representatives of local agencies, and other interested
residents, in order that the TAAC will reflect the views and concerns
of the area. The size of the TAAC may ',ary from area to area, accord-
ing to its population and by -laws, but elected or appointed represent-
atives of low- income residents must compose a majority of the member-
ship.
The TAAC is a primary advisory group to the Board of Directors of
Ramsey Action Programs, Inc. (RAP). TAAC's select their represent-
atives to RAP Board where they will participate in the planning,
operation, and evaluation of anti - poverty programs and services ad-
ministrated by RAP. TAAC members are the closest, and most direct,
link between services and people's needs. They make sure that the
people whose lives are most affected by decisions have a voice in the
decision - making process.
TAAC MEMBERS CAN HELP TO:
.,, . capacity for planning and coordinatan<
Niga
s+ 4!'«Y[ cx,'^t!ASTF
Better organize servrces:rirate"`r:ta the needs of the poo .
e oppor tr a# r the
por∎ Jaenl 4 o
1 ... . wsHgalleallftWantOrlegr
rcfpa.tion of the poor In programs which :ay-
-paver si ac.t.l0'6e,,.
for residents gf the area and t
sourcers invested
The TAAC's overall image in the community should be that of a positive
voice for the poor. In all its activities, the TAAC should strive con-
stantly to reduce the isolation of the poor and to improve communica-
tions between the poor and the community at large. Its ultimate ob-
jective should not be to speak for the poor but to enable the poor to
speak for themselves.
Ramsey Action Programs, Inc.
509 Sibley St.
St. Paul , MN 55101
227 -8954
