Grittman <br />DATE: 10 July 1984 <br />RE: Duray PUD - Car Wash /Off -Site Parking <br />FILE NO: 758.09 - 84.34 <br />BACKGROUND <br />NgT31191 <br />JUL 11 1984 <br />CITY OF <br />LITTLE CANADA <br />In April of this year, the City granted a B -3 zoning classification to the <br />parcel located adjacent to the Hoggsbreath Disco off -site parking lot, and <br />a PUD classification to the parcel adjacent to the residences along Demont. <br />The PUD parcel was recommended for 6 -3 district uses which will function well <br />near the residential uses to the east. The PUD classification was used to <br />allow the City to better control the mixing of the two land uses. <br />The applicant has applied for a conditional use permit to allow off -site <br />parking as the principal use on the 6 -3 parcel and a separate permit to <br />construct a self service car wash on the PUD lot. The CUP is necessary for <br />the parking lot, as parking is not a permitted principal use. Th> PUD <br />district lists all uses as permitted uses subject to design and layout <br />approval of the City. <br />ANALYSIS <br />Off -Site Parking <br />The Zoning Ordinance lists five imperatives in the evaluation of any conditional <br />use request. These conditions are listed below, followed by an evaluation of <br />each point. <br />1. The proposed action has been considered in relation to the specific <br />policies and provisions of and has been found to he consistent with the <br />official City Comprehensive Land Use Plan. <br />2. The propos:A site is or will be compatible with present and future land <br />uses of the area. <br />3. The proposed use conforms with all performance standards contained herein. <br />4.
