L <br />Little Canada Planning Commission <br />10 July 1984 Page Two <br />5. The proposed use can be accommodated with existing public services and <br />will not overburden the City's service capacity. <br />Evaluation: <br />1. The Comprehensive Plan issue was discussed in a Northwest Associated <br />Consultant's memo dated 5 March 1984. The use of the site was generally <br />identified and as such was evaluated positively. <br />2. The use of the site is regulated by the 8 -3 zoning district. The rezoning <br />to 8 -3 was seen as compatible with the existing 8 -3 land uses which surround <br />the site. <br />3. The performance standards with regard to parking areas have been met in <br />all cases. Stalls and aisles are of sufficient dimensions and all non - <br />paved areas are shown to be planted with sod. <br />4. No depreciation of the area is seen to be likely. Surrounding land uses <br />are principally commercial in nature and parking areas are regular <br />occurances as necessary, if not principal uses. <br />5. No additional City services will be necessary as the Noggsbreath Disco <br />is responsible for providing its own parking lot security. This lot <br />should be similarly regulated. <br />Self Service Car Wash <br />The PUD district requires an approval from the City or plans for any develop- <br />ment. The applicant has proposed an eight hay self service car wash on the <br />PUD. The City expressed concern that high volume traffic generators and any <br />liquor establishment not be located on the site. These issues have been <br />addressed in a Northwest Associated Consultant's memo dated 21 March 1984. <br />These concerns do not appear to present any problems to the proposed development. <br />The Zoning Ordinance requires two parking spaces per wash bay, totalling 16 <br />spaces for this proposal. These have been provided in a pattern which should <br />serve adequately, particularly since not all patrons will choose to stop <br />afterward to dry or wax their car. The main concern is that the traffic <br />circulation is sufficiently narked and signed to avoid any conflicts which <br />can develop on a large paved surface such as this. Concrete tire bumpers may <br />he appropriate to discourage cars from cutting straight across the parking area. <br />In addition, painted directional arrows are recommended to route the traffic <br />flow. <br />
