1INUTES <br />Planning Commission <br />. 8, 1984 <br />Ballfi.elds <br />(Cont.) <br />DeLonais pointed out that there is no park on the west side of 35E <br />where half the people in the City live. Also, the Park Commission <br />should make the Planning Commission aware of their plans for the City. <br />Mr. DeLonais questioned the purpose of the new park. DeLonais asked <br />what the City will provide people who do not play ball. Mr. DeLonais <br />asked if the City intends to go into the business of promoting ball <br />tournaments. Mr. DeLonais felt that the City should get citizen input <br />on this issue. <br />Mr. DeLonais asked the total cost of the pro; ?ct for acquiring the <br />property, developing, landscaping, etc. <br />Mr. DeLonais asked why the City would take this property off the tax <br />rolls and not develop some less desirable property. <br />DeLonais stated that as a general rule parks do not get used unless they are <br />along a lake with launching facilities. <br />Mrs. Kingsbury stated that she thought the City had an option on <br />Spooner Park. <br />Mrs. Timmons stated that the Planning Commission should be aware of <br />any park plan so that they are informed when developers come in. <br />The Planner stated that in most cities a developer goes before the <br />Park Commission first and then the Planning Commission. In that way, <br />the Planning Commission is aware of what is going on. The Planner <br />stated that the Council may be willing to bring the Park Commission <br />in earlier and on a more formal basis. The Planner stated that he <br />was not aware of the Park Commission's feelings on Thunder Bay Road <br />either. The Planner pointed out that the Council makes the ultimate <br />decision on park charges. <br />Mrs. Timmons stated that she thinks the City needs park land and <br />ball fields. Timmons stated that the City has the highest percentage <br />of non -owner occupied units in the Metro area and that means kids. <br />Mr. Costa stated that he did not think ball fields should go in near <br />a residential area. <br />DeLonais stated that he was against the City going into the business <br />of promoting tournaments. DeLonais stated that he was not against <br />parks, but would like to see something that all the people in Little <br />Canada could use. <br />Mrs. Timmons felt that the hallfields were needed. Timmons pointed <br />out that there are few picnicers in Spooner Park and commented that <br />all the hallfields are packed.
