Little Canada Mayor and City Council <br />13 August 1984 <br />Page Three <br />Since the Allen Avenue Area is carrying primarily local traffic, the <br />configuration of Allen Avenue, be it a through street or discontinuous, <br />will have little effect on the number of trips generated. Stop signs <br />at every corner will slow local traffic down as well as encourage <br />residents to exit to the nearest collector street. Convenience of <br />circulation is improved for both vehicles and pedestrians by the <br />alternative proposed by the applicant. In addition, this more direct <br />route provides better access for emergency vehicles." <br />The revised plat of Thunder Bay Estates shows Thunder Bay Road as a dead -end <br />street. Mr. Cecka is proposing a temporary cul -de -sac with the intent that <br />if the property to the south is developed, Thunder Bay Road could be extended. <br />The City Council voiced concern as to the feasibility of this extension of <br />Thunder Bay Road. Exhibit C (attached) proposes an alternative to the Allen <br />Avenue Plan which addresses the circulation problem in the area. <br />Park Land. After reviewing the proposed plat, the Park Commission has recom- <br />mended park land dedication as adopted by Resolution No. 81 -11 -674 including <br />a proposed park in the Allen Avenue Area Plan (See Exhibit D for Park Concept <br />Plan). Mr. Cecka has objected to the loss of one buildable lot (Block 2, <br />Lot 1) that is included in this recommendation and he has expressed his in- <br />tentions to appeal this recommendation with the Park Commission. <br />We would recommend to the Park Commission and City Council that the park land <br />dedication is required as originally intended. This recommendation is based <br />on the following factors: <br />1. The Comprehensive Plan has outlined the need for a park in this area. <br />2. The proposed park was adopted as an integral part of the Allen Avenue <br />Plan. <br />3. The Park Commission has been consistent with their desire to maintain <br />this park land. At the time Sylvan Estates was platted, a cash contri- <br />bution was accepted with the intent that land would be dedicated when <br />the remaining property (the proposed Thunder Bay Estates) was platted. <br />4. The location of the proposed park is consistent with the proposed <br />community trail system. <br />5. The recommended 350 feet of frontage along Thunder Bay Road is necessary <br />to allow adequate space for a softball diamond and buffer area from <br />adjacent residences. <br />6. There is no reason why the park land must be limited just to that area <br />beneath the NSP powerlines. <br />
