The following resolutions were adopted in 1981 regarding <br />the Allen Avenue Area Plan: <br />Resolution No. 81 -10 -635 = Approving the plan for the development <br />of the Payne Avenue -Allen Avenue Area as submitted by the Planning <br />Commission with the addition of the short section of Allen Avenue <br />through to Greenbrier and subject to the recommendations of the <br />Park Commission. <br />Resolution No. 81 -10 -636 - Declaring that if at a future date it <br />becomes possible for the cul -de -sac proposed to end at the Germain <br />property to become a through street to Lahore Road that it be <br />reflected in the plan for the development of the area. <br />Resolution No. 81 -10 -637 - Declaring that the plan adopted for the <br />development of the Allen Avenue -Payne Avenue Area be made a part of <br />the City's Comprehensive Plan. <br />Exhibit 6 (attached) is a copy of the Allen Avenue Area Plan as adopted <br />(including the Park Commission's recommended Resolution No. 81 -11 -674). <br />The main issues resolved in the Allen Avenue Area Plan were: <br />1. The impact of potential traffic volumes created by the development of <br />the property between Payne Avenue and Greenbrier Street on the adjacent <br />developed residential properties (specifically Payne Avenue and Greenbrier <br />Street). <br />2. Complete road access which would efficiently serve the long, narrow <br />parcels in this area. <br />The proposed Thunder Bay Estates is inconsistent with the adopted Allen Avenue <br />Area Plan. Allen Avenue is proposed to be a through street from Payne Avenue <br />to Greenbrier Street. After studying the proposed plat, the character of <br />this area, and the case history of the Allen Avenue Plan, we have concluded <br />that the proposed street layout is workable with the goals established in the <br />Allen Avenue study. <br />The Planner's Report dated 3 July 1984 addressed the issue of traffic volumes <br />as follows: <br />"The Allen Avenue Area is surrounded by Edgerton Street, County Road D, <br />Arcade Street and Lahore Road. Because these major traffic carriers <br />are available in all directions, there is no motive for through traffic <br />to use the local streets. Allen Avenue does not directly link with any <br />of these roads, further removing it from becoming a potential collector. <br />7. <br />
