MEMORANDUM TO: File FROM: James Vick DATE: 5 August 1984 RE: Little Canada - Watershed District Meeting File No: 758.09 The Ramsey - Washington Metro Watershed District held a TAC meeting on 1 August 1984. The principal item for discussion was review of the draft Watershed Management Plan. Most of the issues at this point are engineering matters. The "Goals and Policies" section of the draft plan, however, is primarily planning issues. Once the plan is completed and approved, the role of the Planner will be in the administration and implementation of the plan as the Watershed District becomes an integral part in the review process of develop- ment proposals. Goals and Policies. Once completed, the Watershed Management Plan will result in a Watershed Overlay District as part of the Zoning Ordinance. This district would establish criteria for an administrative review by the City as well as identify which projects would require review by the Watershed Board. The boundries of the Watershed Overlay District have not been defined. When the Watershed Management Plan gets to that stage, the City should try to consoli- date the Shoreland, Wetland and Watershed Overlay Districts into one. Other issues which were considered for inclusion in the Watershed Plan were: 1. Bond requirements specific to erosion control measures. 2. A notice requirement for developers to inform the City Building Official when erosion control measures have been completed. 3. A 30 day time limit for sod restoration after final grading. 4. A requirement that sod restoration is the responsibility of the developer and not to be left to the discretion of the potential land owner.
