NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: File <br />FROM: James Vick <br />DATE: 5 August 1984 <br />RE: Little Canada - Watershed District Meeting <br />File No: 758.09 <br />The Ramsey - Washington Metro Watershed District held a TAC meeting on 1 August <br />1984. The principal item for discussion was review of the draft Watershed <br />Management Plan. Most of the issues at this point are engineering matters. <br />The "Goals and Policies" section of the draft plan, however, is primarily <br />planning issues. Once the plan is completed and approved, the role of the <br />Planner will be in the administration and implementation of the plan as the <br />Watershed District becomes an integral part in the review process of develop- <br />ment proposals. <br />Goals and Policies. Once completed, the Watershed Management Plan will result <br />in a Watershed Overlay District as part of the Zoning Ordinance. This district <br />would establish criteria for an administrative review by the City as well as <br />identify which projects would require review by the Watershed Board. The <br />boundries of the Watershed Overlay District have not been defined. When the <br />Watershed Management Plan gets to that stage, the City should try to consoli- <br />date the Shoreland, Wetland and Watershed Overlay Districts into one. <br />Other issues which were considered for inclusion in the Watershed Plan were: <br />1. Bond requirements specific to erosion control measures. <br />2. A notice requirement for developers to inform the City Building Official <br />when erosion control measures have been completed. <br />3. A 30 day time limit for sod restoration after final grading. <br />4. A requirement that sod restoration is the responsibility of the developer <br />and not to be left to the discretion of the potential land owner. <br />If included in the Watershed Management Plan, these will be factors to be in- <br />cluded in the Ordinance Overlay District. <br />8k <br />4820 minnetonka boulevard, suite 420 minneapolis, mn 55416 612/925 -9420 <br />
