MINUTES <br />PLANNING COMMISSION <br />MARCH 9, 2006 <br />Motion seconded by Duray. <br />Motion carried 4 - 2. Barraclough and Socha voted against. <br />Barraclough and Socha stated that they opposed the Text Amendment as <br />they felt it should not be limited to residential properties that abut a busy <br />street. They noted that should a property owner not have the ability to put <br />in a T turnaround or full circle, then the CUP option for a second driveway <br />access should be available to that property owner. <br />CUP FOR Mr. Mike Murphy, 601 County Road B-2 East, requested approval of a <br />SECOND Conditional Use Permit allowing a second driveway access for his <br />DRIVEWAY property. The City Planner noted that Mr. Murphy has submitted a <br />ACCESS - landscape plan for the proposed horseshoe driveway, and that the T <br />601 COUNTY turnaround or full circle are not options given the proximity of the garage <br />ROAD B-2 EAST - to the street and Che existence of a large tree thaC the Murphy's would like <br />MURPHY to retain. <br />Knudsen asked about the impact the horseshoe driveway would have on <br />drainage. Murphy reported that given the premature start he had with the <br />horseshoe driveway, the property has not been properly graded. Grading <br />will slope the property toward the west, thus directing run-off properly. <br />Duray recommended approval of a Conditional Use Permit allowing a <br />second driveway access for 601 County Road B-2 East as proposed by <br />Mike Murphy, subject to compliance with the conditions just discussed by <br />the Commission, and subject to City staff reviewing the drainage for the <br />property to ensure it is proper. <br />Motion seconded by Rheaume. <br />Motion carried 4 - 2. Barraclough and Socha voted against. <br />PROPERTY Mr. Jeff Kissell, Kissell Construction, appeared before the Commission <br />DIVISION - requesting approval of the division of 3007 Arcade Street into two single- <br />3007 ARCADE family lots. Kissell reported that the existing house will be torn down and <br />STREET - two new houses built on the property. <br />KISSELL <br />CONSTRUCTION Duray asked if the tree line at the back of the property would be disturbed. <br />Kissell was not sure at this point, but noted that the setbacks for the new <br />homes would comply with the City's requirements. <br />
