Auto Body Shop and Outside Storage: The I -1 <br />zoning district allows auto body operations as a conditional use permit, <br />provided that restrictions or special concerns of the City are addressed. <br />The Ryan Industrial Park has attracted such types of business in the past. <br />While this use, in and of itself, is viewed as compatible, the operation and <br />maintenance of such business and the park in general have been far from <br />satisfactory. The area, although of recent construction, is environmentally <br />blighted and far from a compliment to the City. <br />The primary contributing factors leading to the present state of affairs are <br />outside storage and improper site improvement. The outside storage issue <br />relative to the application at hand is a specific conditional use permit <br />which must be granted by the City. The general site development and improve- <br />ments are also regulated by the Zoning Ordinance under the general provisions. <br />They can, however, also be tied to the two conditional use permits required <br />for the proposed development. <br />Outside storage is required to be screened from public view. As such, the <br />site is limited as to area where anticipated damaged vehicles can be stored <br />while awaiting repair. The screening requirement necessitates that such <br />storage occur at or beyond the 40 foot front yard setback line. It is <br />therefore suggested that the applicant modify his site plan to designate the <br />parking area to the west of the building, plus the area to the east side <br />and rear of the building as outside storage. This area should be surfaced <br />with gravel as a permissible soil coverage and thoroughly screened. If the <br />proposed split rail fence which is planned for the eastern border of the site <br />is extended to hide the storage area, it will have to be accompanied by mature <br />dense plantings such as lilac or honeysuckle. This should occur arround the <br />entire storage area. It is also important to impress upon the applicant that <br />all parts and damaged vehicle storage must be confined to the designated <br />storage area. <br />The required number of parking spaces for the use is eight spaces. These can <br />be located within the required front yard up to five feet from the property <br />line. A gravel surface is proposed for this area. A black top curbed type <br />of site improvement is suggested as a better alternative which will properly <br />regulate parking and access. All ground area not designated and surfaced <br />for parking, drives and exterior storage must be seeded or sodded. This has <br />generally been suggested on the site plan. It has also been verbally indicated <br />that trees will also be planted towards the front of the site. <br />87 <br />
