Both are currently zoned R -1, Single <br />Family Residential. Site #1 lies generally south of Yorkton's existing <br />industrial park development between the Soo Line Railroad and the Waterworks <br />drainage way. Site #2 abuts South Owasso Boulevard on the north, the <br />Waterworks drainage way on the west, and has some frontage along Condit <br />Avenue on the east. This report will evaluate each request separately. <br />SITE //1 ANALYSIS <br />Site N1 is a proposed extension of the existing Yorkton Industrial Park <br />development. The current zoning is R -1 and it borders the rear yards of <br />eight single family residences which front on LaBore Avenue to the south: <br />Also forms the boundary between Planning District 4 to the north, previously <br />industrial, and Planning District 12 to the south, primarily single family. <br />Each of these two planning districts is directed by the Comprehensive Plan <br />to continue their current land uses. Whether the site were to develop <br />single family as zoned, or industrial as proposed, screening between the <br />two incompatible land uses would be vital. <br />An additional factor is the topography. The existing residences to the <br />south are located on land higher in elevation than the Yorkton property. <br />The developer, however, has provided a generally high quality of development, <br />making the screening of uses a less difficult goal to achieve. <br />In light of these facts, the request for Site #1 appears to be appropriate. <br />The developer should be made aware that substantial screening will be required <br />as a condition of development approval. Required screening must consist of <br />earth berms, solid walls or fences, landscaping, or a combination.
