Prior developments have utilized gravel <br />which quite evidently has not worked well as a site inspection of the area <br />will document. It is suggested that a hard surface black top or concrete be <br />required, along with grading plans to insure proper drainage. A consideration <br />may, however, be to allow the surfacing to occur over an extended, but limited <br />time period. <br />For any area undesignated for parking or storage, the ordinance requires <br />sod or grass be installed. Again, this is a minimum which should be <br />strictly enforced. <br />Relative to the storage area and fencing, a chain link fence is suggested as <br />indicated on the attached site plan. The fence along Ryan Lane is limited <br />to six feet in height. As the storage area is to be screened, a second <br />interior screening fence is required 40 feet from the lot line. In view <br />of this restriction, the applicant may not wish to have this portion of the <br />site included for storage. Also, an existing chain link fence on the western <br />border of the site appears to extend too far into the front yard, at least <br />at its present height. For the balance of the property, a chain link fence <br />up to eight feet in height may be utilized if it is composed of slat screens <br />plus dense, high planting immediately adjacent (Lilac or Honeysuckle). If <br />this design is not utilized, an eight foot wood or similar type "solid" <br />fence is required. <br />RECOMMENDATION <br />Approval of this conditional use permit is recommended, subject to: <br />1. The Building Official confirming the number of parking spaces required <br />and such spaces being installed per ordinance requirements. <br />2. Removal of one curb cut along Ryan Drive and replacing the width of <br />the remaining curb cut to 24 feet. <br />3. Curbing and surfacing driveways, parking spaces and storage areas. <br />4. Sodding or seeding unsurfaced portions of the lot. <br />5. Limiting fencing within forty feet of the street lot line to six feet in <br />height. <br />6. Construction of fencing to screen the storage area as discussed in the <br />above section of this report. Any planting and arrangements should be <br />subject to the approval of the City Planner. <br />" - 60 <br />
