Little Canada Mayor and City Council <br />15 May 1984 Page Two <br />Conditional Use Permits. Auto Mechanical Repair and Outside Storage: The <br />I -1 zoning district allows auto mechanical repair operations as a conditional <br />use permit, provided that restrictions or special concerns of the City are <br />addressed. The Ryan Industrial Park has attracted such types of business in <br />the past. While this use, in and of itself, is viewed as compatible, the <br />operation and maintenance of such business and the park in general have been <br />far from satisfactory. The area, although of recent construction, is en- <br />vironmentally blighted and far from a compliment to the City. <br />The primary contributing factors leading to the present state of affairs are <br />outside storage and improper site improvement. The outside storage issue <br />relative to the application at hand is a specific conditional use permit <br />which must be granted by the City. The general site development and improve- <br />ments are also regulated by the Zoning Ordinance under the general provisions. <br />They can, however, also be tied to the two conditional use permits required <br />for the proposed development. <br />The need for the outside storage conditional use permit is now questionable <br />in view of the use clarification. The applicant, at the Planning Commission <br />meeting on 10 May, stated that he had no need for such an accessory activity. <br />If this is the case, the application can be dropped. The applicant should, <br />however, be made aware that if the outside storage permit is not pursued <br />there can be absolutely no exterior storage of damaged, inoperable vehicles <br />or parts on the site. <br />As a precaution, should there be a possible need for such a permit, it is <br />strongly urged that the applicant proceed with the request. It is suggested <br />that if this is done that the storage area be limited to the east side yard <br />(forty feet back) and the rear yard, immediately behind the proposed building. <br />Prior to utilization, this area should be graveled plus totally screened with <br />fencing and landscaping. Plans should be submitted and subject to the approval <br />of the City Planner. <br />The use as proposed requires a minimum number of eight parking spaces. Due, <br />however, to the scale of the existing operation as identified by the Planning <br />Commission and acknowledged by the applicant, it is recommended that 20 to <br />25 parking spaces be provided on site. These should be located to the front <br />and west of the building. At minimum, the area in front of the building should <br />be hard surfaced. We would also suggest that the balance of the parking area <br />also be hard surfaced. The minimum acceptable improvement would, however, be <br />gravel surfaced with timber or concrete curb blocks surrounding the driveway <br />and parking spaces (this is to prevent the common practice in the Ryan <br />Industrial area of encroachment and eventual elimination of designated green <br />space). All space not designated for parking or drives should be sodded or <br />seeded and subsequently maintained. <br />82 <br />
