Ramsey - Washington Metro June 22, 1984 Joe Chlebeck City of Little Canada 515 East Little Canada Road St. Paul, MN 55117 District Q�6�udC�O JUN 25 1984 CITY OF LITTLE CANADA 2225 White Bear Ave., Maplewood, Mn. 55109 (612)779- 2207 RE: Disposition of County Ditch 7B (the Old Branch) running easterly from 3032 Centerville Road Dear Joe: On June 21, 1984, I inspected old County Ditch 7B with Jim Tolaas from Ramsey County to identify the responsibility of various agencies in the repair of the ditch section running easterly of 3032 Centerville Road and to identify whose responsibility it should be to replace the culvert running from the drive at this location to the intersection with the main culvert extending underneath 1 -694 and 35E. This ditch section was part of the old alignment of the main branch of County Ditch 7B. This branch was replaced by a culvert extending from the freeway stormsewer system along the southern right of way of the freeway to Edgerton Avenue, connecting with the concrete spillway to the east of Edgerton. Upon replacement of this ditch section with pipe, the old ditch became a drainageway only for the small acreage roughly to the west of the strawberry and raspberry growers property. Therefore, this small ditch section now merely functions as a road ditch drainageway and not as a county ditch segment. The old ditch section now functions as a municipal drainageway and, therefore, the maintenance responsibility now lies with Little Canada. I believe this responsibility would extend not only to include the ditch section, but also the culvert until it connected with the freeway storm sewer pipe extending from the existing County Ditch 7B Branch B2. The larger issue of solving periodic flooding that occurs in this area must be studied and evaluated in more detail. A hydrologic study involving storm flow analysis of the drainage basin and examination of pipe sizes and capacity must be examined. The source of the funds to complete this study is unclear at this time, but discussion should be initiated toward this end.
