Ramsey - Washington Metro <br />June 22, 1984 <br />Joe Chlebeck <br />City of Little Canada <br />515 East Little Canada Road <br />St. Paul, MN 55117 <br />District <br />Q�6�udC�O <br />JUN 25 1984 <br />CITY OF <br />LITTLE CANADA <br />2225 White Bear Ave., <br />Maplewood, Mn. 55109 <br />(612)779- 2207 <br />RE: Disposition of County Ditch 7B (the Old Branch) running easterly from <br />3032 Centerville Road <br />Dear Joe: <br />On June 21, 1984, I inspected old County Ditch 7B with Jim Tolaas from <br />Ramsey County to identify the responsibility of various agencies in the repair <br />of the ditch section running easterly of 3032 Centerville Road and to identify <br />whose responsibility it should be to replace the culvert running from the drive <br />at this location to the intersection with the main culvert extending underneath <br />1 -694 and 35E. <br />This ditch section was part of the old alignment of the main branch of <br />County Ditch 7B. This branch was replaced by a culvert extending from the <br />freeway stormsewer system along the southern right of way of the freeway to <br />Edgerton Avenue, connecting with the concrete spillway to the east of Edgerton. <br />Upon replacement of this ditch section with pipe, the old ditch became a <br />drainageway only for the small acreage roughly to the west of the strawberry <br />and raspberry growers property. Therefore, this small ditch section now merely <br />functions as a road ditch drainageway and not as a county ditch segment. <br />The old ditch section now functions as a municipal drainageway and, <br />therefore, the maintenance responsibility now lies with Little Canada. I <br />believe this responsibility would extend not only to include the ditch section, <br />but also the culvert until it connected with the freeway storm sewer pipe <br />extending from the existing County Ditch 7B Branch B2. <br />The larger issue of solving periodic flooding that occurs in this area <br />must be studied and evaluated in more detail. A hydrologic study involving <br />storm flow analysis of the drainage basin and examination of pipe sizes and <br />capacity must be examined. The source of the funds to complete this study is <br />unclear at this time, but discussion should be initiated toward this end. <br />
