July 9, 1984
Mr. David Licht
Northwest Associated Consultants, Inc.
4820 Minnetonka Boulevard, Suite 420
Minneapolis, Minnesota 55415
Ref: Bunde Building Request
File No. 758.09 -84.24
Dear Mr. Licht:
Based upon our discussions on 6/4/84, your letter of 6/6/84 and subsequent
findings, I must confess that I find Little Canada "due process" for
construction of subject mini - storage barn to evoke extreme exasperation
from this resident. If I might briefly summarize, and under the assumption
that my understanding is correct in this matter, I find myself faced with
the following perplexing situation.
My desire and intent is simply to construct a small (12' X 18'), relatively
inexpensive ($900.00 materials), well constructed and eye- pleasing (see
enclosure) mini - storage barn on a parcel of land separate from, but adjacent
to, my homestead at 975 Beam Ave. (see enclosure). Use of this mini -barn is
primarily intended to be for storage of a small farm tractor and associated
implements with which I intend to establish a "garden -size" stand of corn or
other feed for local wildlife consumption. This strictly represents a
recreational or hobby type of undertaking for me, however, as I have already
made investments in purchase of the tractor and mini -barn materials, I am
quite determined to see this through to completion. For me to accomplish
this, it is my understanding that Little Canada ordinance and "due process"
governing this matter requires me to:
1. Obtain a registered land survey combining my two parcels of land into
one (at a cost of several hundred dollars),
2. File a request for land subdivision with Little Canada (also at a cost
of several hundred collars),
3. Prepare for and make appearances before the Little Canada Planner, the
Planning Commission and the full City Council (at considerable expense
of time and effort for all involved).
From my perspective, these requirements represent fairly drastic action and
expense to permit construction of a $900 storage barn. Never the less, as
my objective in approaching you and Mr. Locke in this matter was to exercise
responsible city residentship in determining and following applicable
ordinances and regulations, I elected to curb my frustration and press on
with "due process" per your recommendations.
3
