Mr. David Licht <br />July 9, 1984 <br />Page 2 <br />In subsequent contact with the Ramsey County Recorders Office, however, I <br />was immediately confronted with another and more major obstacle in the <br />matter. Per Mr. William Riepe of that office, I was informed that as <br />purchase of the subject separate parcel is on a contract for deed basis and <br />as the contract will not be retired for an additional 11 years, I simply <br />cannot combine the separate and homestead parcels into one (there cannot be <br />two different owners of record for the same property). Per Mr. Riepe, the <br />only way around this situation is for me to retire the contract for deed, <br />obtain clear title and proceed. This, in effect, takes my undertaking out <br />of the several hundred dollar range and moves it into the several thousand <br />dollar range and, of course, makes it totally prohibitive. <br />This is the situation that I find myself in at the present time. I am <br />totally exasperated, totally stumped as to how to proceed, and sitting with <br />$900 in barn materials in my garage and a $700 tractor exposed to the <br />elements with the suaner rapidly slipping away. I well understand and <br />accept the need for ordinances and regulations to provide for orderly and <br />controlled development of our city, however, I cannot truly believe that the <br />will and intent of our city fathers, in all of their wisdom, is accurately <br />and properly conveyed in the situation that this resident finds himself in. <br />In this regard, I respectfully solicit your assistance, or the assistance of <br />others that you may refer this matter to, to find a sensible, reasonable, <br />but responsible way out of this dilema. <br />ctfully, <br />ne W.
