Computer feasibility study proposal ... Page 4
SELECTION OF ALTERNATIVES
In this phase, we will evaluate alternatives identified in the
feasibility phase and assist the City in selection of final vendors.
We recommend that significant effort is expended during this phase to
identify existing packages and systems which will meet the defined needs
and at the same time, minimize the investment required.
Our general approach to the selection of software is to first
thoroughly examine the packages available for purchase. If no package
is available for acquisition, we then recommend development of software
for the specific application. If a package only partially meets the needs
of an application, we may recommend purchase of the package and
contracting for modification of that package.
Outside data - processing services are generally recommended when the
cost of equipment or internal staff to perform them on -sight is
prohibitive.
During this phase we will perform the following tasks:
Identify potential vendors
Hardware - the currently available micro and mini computer market
will be reviewed.
Software - Currently available software packages will be
examined. If there are none that fit the defined requirements,
potential software development contractors will be identified.
Prepare specifications, bid forms, and all other documentation
necessary to the bid process.
Hardware - bids will be solicited from as many sources as
possible.
Software - specifications will be prepared for those applications
where development has been identified as the best alternative.
24
