MINUTES <br />Planning Commission <br />Feb. 9, 1984 <br />LeMay Plat <br />(Cont.) <br />Mr. LeMay stated that it was his impression that the City Council would <br />not require this temporary cul —de —sac. The °lanner replied that this <br />will be his rccommendation for the convenience of snowplows and <br />maintenance. <br />Mr. LeMay reported that the City will he putting the street in. <br />Mr. LeMay asked if the easement for utilities on Lot 1, Block 2 will <br />effect building. The Planner replied that it should not. <br />Mr. DeLonais recommended approval of the preliminary and final plat <br />as requested by Mr. LeMay subject to the existing garage being <br />modified to conform to City Code and subject to the installation of <br />a 60 foot temporary cul —de —sac as proposed by the Planner. <br />Motion seconded by Mr. Ducharme. <br />Motion carried 8 — 0. <br />Heather Oaks Mr. Licht reported that Heather Oaks is an approved PUD project and the <br />development contract has been signed. <br />The Planner reported that from the City's perspective, the project <br />could go ahead. However, the lending institution wants lots that are <br />divided. Therefore, the Planner pointed out the suhdivison before the <br />Planning Commission. The Planner stated that the lots are substandard, <br />but this is handled under a PUD and, therefore, not considered as such. <br />The Planner stated that he had no major problems with the proposal. <br />His recommendations are that drainage easements he provided around lot <br />lines, and that the City Attorney review the development contract with <br />the property owners association with regard to maintenance and control. <br />Mr. Ducharme asked what screening was provided on the west end of the <br />property. The Planner replied that this was already handled previously <br />and still applies. The only change is the division of land and nothing <br />else is altered. <br />Mr. Thul appeared before the Commission concerned about the buffering <br />proposed for the west end. The Planner informed Mr. Thul that a Russian <br />Olive Hedge was proposed for this area. Mr. Thul requested to see the <br />proposal in relation to the other properties. <br />The Planner stated that he would try to get a diagram of this for Mr. <br />Thul and he could bring his concerns before the Council. <br />Mr. DeLonais recommended approval of the revised subdivision plan for <br />(leather Oaks subject to the recommendations of the City Planner <br />contained in his report of February 1, 1984 and with the suggestion that <br />some fast — growing type of evergreen be used to screen the westerly side <br />of the development. <br />Page —3— <br />
