IV. COMMITTEE'S CONCLUSIONS <br />After reviewing and discussing the facts surrounding the Municipal <br />Court System, the Committee came to the following conclusions: <br />A. The members agreed that a fewer number of court locations should <br />increase the efficiency of the court system. This would potentially <br />allow for a decrease in the number of personnel and make it easier to <br />schedule cases. A judge's time could be used more effectively because <br />he /she could be reassigned a case to assist another judge, if they were <br />at the same location. The Committee felt any increased operating <br />efficiency should lead to cost — savings. The Committee also acknowledged <br />the importance of making the court system easily accessible to the <br />residents of Ramsey County, but felt that this effect could still be <br />achieved with less than five courtrooms. The small physical size of the <br />county makes any suburban court location reasonably accessible to most of <br />the County's residents. <br />B. The Committee accepted the conclusion of the Ramsey County Municipal <br />Court Assignment Clerk that presently three courtrooms are needed in <br />addition to those facilities in Downtown St. Paul. Therefore, the <br />Committee felt that the Municipal Court System could adequately serve the <br />County's residents with three suburban courtrooms. As it was not within <br />the purview of the Committee to recommend the locations for these <br />courtrooms, a detailed investigation of acceptable sites was not <br />undertaken. The Committee would recommend that such an investigation <br />should include such considerations as geographic coverage, adequacy of <br />facilities, and rental costs. <br />
