-5-1 <br />C. The Committee felt it could support the concept of one centrally <br />located suburban court facility if other county services were provided <br />there in addition to courtrooms. These additional services would include <br />but not be limited to those presently only available in St. Paul, such as <br />counseling, probation and welfare. Any future evaluation of a central <br />facility should include an investigation of such factors as new <br />construction costs, site availability and costs, future population growth <br />patterns, accessibility and the ability of the County to reasonably <br />finance such a facility. <br />D. The Committee further concluded that it was most logical for the <br />final decision regarding the number and location of courtrooms to be <br />placed in the hands of one single authority rather than multiple groups <br />having veto power over any other. group(s). This decision should be made <br />by the Ramsey County Board of Commissioners and hopefully in making such <br />a decision the Board will seek input from the fifteen municipalities, the <br />municipal court judges and the municipal court administration. <br />The Committee would support the following amendment to the present <br />Legislation: <br />MINNESOTA STATUTES 1978, SECTION 488A.18, SUBDIVISION 10, IS AMENDED TO <br />READ: <br />Suhd. 10. Place of holding court. The county of Ramsey shall provide <br />suitable quarters for the holding of regular terms of court at all places <br />where court sessions are conducted. Regular sessions shall be conducted <br />in the city of Saint Paul, and in at least one other location within the <br />county, but outside the city of Saint Paul, as may be designated by a <br />majority of the Ramsey County Board of Commissioners. At the places of <br />holding regular teens of court established pursuant to this subdivision <br />the court shall conduct the trials required by subdivision 13 and, in <br />addition, shall discharge such additional functions as the court may <br />determine. <br />
