V. UNRESOLVED CONCERNS
The Committee realized that there are many additional concerns that
revolve around the organization of the Ramsey County Municipal Court
System. The number and the location of the courts also influence and
create other issues.
The Committee recognized that it was not in a position to assume the
in -depth study required to analyze such issues. This is the kind of
information, however, that must be studied cooperatively by the appro-
priate and knowledgeable parties to determine the best solutions.
The concerns that were identified by the Committee are:.
1) The location of the Violation Bureaus.
2) The impacts that a consolidation of the Municipal Court System
would have on operating costs of the County and the municipal governments
such as for personnel costs, facility rental, and police and prosecution
costs.
3) Consideration for the investment by the municipalities in the
facilities under the existing system.
Therefore, the Committee concluded that these concerns should be
discussed and resolved by the Ramsey County Board of Commissioners again
with input from the municipalities, judges, and the court administration
prior to any final decision being made regarding the consolidation of the
Municipal Court System.
The Committee wishes to thank those individuals who were guests at our
meetings for their time and cooperation, and to recognize with appreciation
the various officials and agencies throughout the County and the municipali-
ties within it who so willingly provided us with information.
EL:rmm /12/1/82
