MINUTES <br />PLANNING COMMISSION <br />April 12, 1984 <br />Nardin1 <br />Rezoning <br />wash for the easterly portion. The PUD zoning has been recommended <br />on the easterly portion of the property because it gives the <br />City control over the use of the property. <br />Mr. Tom Durray, purchaser of the Nar.dini property, informed the <br />Commission that he wished to develop the property as outlined <br />by Mrs. Nardini and presented the Commission with a preliminary <br />site plan. Durray stated that the car wash would take up 139 feet <br />of the frontage of the two lots and the remaining property would <br />be added to the existing parking lot. <br />Mrs. Timmons asked if business hours could be regulated at the <br />car wash. Mr. Durray stated that this could he done, but wished <br />to have a 24 hour operation at first, and if problems develop, then <br />the hours could he regulated to perhaps close at midnight and open <br />at 6 A.M. <br />Mr. Licht stated that hours could be restricted under a PUD. Licht <br />stated that at this point the Commission was considering the PUD <br />zoning and not a particular development proposal. <br />Mr. Darryl, architect for Mr. Durray, explained the car wash concept. <br />Darryl stated that the drive in would he located on the west side <br />of the building, but there would he emergency access on the east. <br />Mrs. Kingsbury asked how it could he regulated to that cars did not <br />drive in on the east. Kingsbury was also concerned about preventing <br />this from becoming a parking lot at night. <br />Mr. Durray stated that a barracade of some type could be installed <br />across the driveway. <br />Mr. Costa asked the amount of parking Hoggsbreath had. Durray <br />replied that in his off —site lot there is room for 69 cars and <br />with the additional property 40 more spaces would be added. <br />Mr. Herkenhoff pointed out that there is presently a car wash <br />further down on Rice Street. Durray stated that the car wash had <br />only 4 bays and was overcrowded. Durray also stated that he <br />researched the idea and also pointed out that the car wash would <br />almost run itself and not much management would be needed. <br />Mr. DeLonais stated that after looking at the area, it is his <br />personal opinion that as long as Mr. Villeaux and Mrs. Peterson <br />want R -1 zoning, the R -2 zoning should remain. DeLonais pointed <br />out the people living in the trailer park across the street. <br />Mr. DeLonais felt that the west side of Park Avenue should be <br />rezoned to some type of transitional zoning as the east side of <br />Park is residential. <br />Page —2— <br />
