Community Human Services Department
160 East Kellogg Boulevard
Saint Paul, Minnesota 55101
(612) 298 -5351
(612) 298 -4014 (TDD)
February 27, 1989
Mayor Michael Fahey
City of Little Canada
/Mr. Joseph G. Chlebeck
City Clerk- Treasurer
515 East Little Canada Road
Little Canada, Minnesota 55117
Dear Mayor Fahey and Mr. Chlebeck:
County Commissioners
Warren W. Schaper
Chairperson
Diane Ahrens
John T Finley
Ruby Hunt
Duane W. McCarty
Hal Norgard
Donald E. Salverda
Terry Schutten
Executive Director
You are probably aware of a proposal for a new law (Senate
File 235 and House File 222) which would make changes in the
Minnesota Human Services Licensing Law and affect the way in
which human services facilities are treated in city zoning
codes. Senator Marilyn Lantry developed this legislation in
response to issues which the City of St. Paul has had with the
concentration of facilities in the City and the distances
between such facilities.
At the request of the Ramsey County Executive Director, Nancy
Homans from St. Paul's Planning and Economic Development
Department and I have made several formal presentations to
suburban city councils and planning commissions. We have also
spoken to the League of Ramsey County Local Governments. Our
next presentation will be to the Falcon Heights City Council,
Planning Commission, and Human Rights Commission on March 1 at
7 p.m.
If your City Council or Planning Commission is interested in
this topic, we can schedule a presentation to them on the
legislative development process, the philosophy behind
community placement, and the details of the proposed law.
Please give me a call at 298 -4612 if you have questions or to
schedule a date for a presentation.
Sincerely,
Susan\ B. Smith
Planning Manager
cc: Nancy Homans
Page 12
