MEMORANDUM <br />TO: <br />FROM: <br />DATE: <br />RE: <br />FILE NO: <br />northwest associated consultants, inc. <br />Little Canada Planning Commission <br />Stephen Grittman <br />10 January 1989 <br />Little Canada - I -1 District Standards <br />758.09 - 88.69 <br />The following performance standards are listed to generate <br />discussion about possible amendments to the I -1, Light Industrial <br />District. The particular items have been selected to target the <br />primary enforcement problems which have been encountered by City <br />staff in the industrial areas. <br />Outside Storage. Currently, outdoor storage is an allowed <br />accessory use in the I -1 District under certain restrictions. It <br />can not occupy a front or side yard and must be "grassed or <br />surfaced to control dust ". Staff recommends changing to wording <br />such as "surfaced with gravel or paved ". There has been very <br />little regulation of this item and the wording is vague. Another <br />problem is that the definition between parking, loading, <br />landscaping, and storage areas has become obscured on many <br />properties, resulting in storage placed indiscriminately on the <br />site, and taking up required parking spaces. <br />Parking Areas. Currently, parking areas must be set back from <br />any property line at least five feet. The City recently passed a <br />requirement that all parking areas must be paved and curbed. No <br />changes are suggested to these requirements. <br />Landscaping. Currently, landscaping is required by the Zoning <br />Ordinance text only in a five foot strip surrounding all parking <br />areas. The inference is made that all areas not occupied by a <br />building, storage, or parking must be landscaped and we would <br />suggest making this a stated requirement of the Ordinance. In <br />addition, we would recommend adding a minimum percentage of 15 <br />percent lot coverage be landscaped. In addition, we would <br />suggest that at least two thirds of the landscaping be located <br />forward of the rear building line of the principal building.
