North Star <br />Trailer Park <br />MINUTES OF A MEETING <br />EMERGENCY SERVICES COMt1ITTEE <br />CITY OF LITTLE CANADA <br />January 25, 1989 <br />A meeting was held on the 25th day of January, <br />1989 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City at <br />1:00 p.m. <br />MEMBERS PRESENT: <br />ALSO PRESENT: <br />Joseph Chlebeck <br />John Palacio <br />Roger Glanzer <br />Frank Graczyk <br />Raymond Dykema <br />John Vitale <br />Evelyn Anderson <br />Paul Anderson <br />Mr. Dykema informed the Committee that in 1986 <br />the City of East Bethel approved a shelter for <br />the Trailer Park in East Bethel. The structure <br />consisted of a 16 inch gauge galvanized pipe, <br />concrete blocks and covered with sod. The <br />structure houses about 50 people. There are 180 <br />trailer pads and 260 residents. <br />Mr. Palacio mentioned that if a building has to <br />be constructed, it has to be built according to <br />State specifications which is four sq. ft. per <br />person. The North Star Trailer Park has about <br />420 people. About 15% of the people would use <br />the shelter. Mr. Palacio also mentioned that we <br />just received the criteria for the construction <br />of a shelter, and no shelter can be built on a <br />flood plain or hazardous location. North Star <br />Trailer Park is in a flood plain. Mr. Vitale <br />called the State and they informed him that the <br />City can approve any plan submitted to them. It <br />appears that we have conflicting information. We <br />have a set of rules that say these are the <br />specifications as to how the building should be <br />built, and another Department that says you can <br />approve anything. These rules pertaining to <br />specifications on shelters were received last <br />week on January 18, 1989. <br />Page 1 <br />
