MINUTES <br />Planning Commission <br />January 12, 1989 <br />The City Planner pointed out that the Commission's comments will be <br />recorded in the minutes. <br />DeBace pointed out that he and Frank Frattalone met with the Planner <br />on this matter, and the Planner was going to write a letter stating <br />that the PUD proposed for the property would work from the basic <br />I -1 District, however, still allow the Council to try to get the best <br />development on parcels that it can. <br />The City Planner stated that he would prepare such a memo and submit <br />it to the Commission. <br />The Commission felt that the matter should be tabled until it has <br />the letter from the Planner addressing the concerns raised this evening. <br />The Planner pointed out that the 60 day time period for action on this <br />rezoning proposal will have passed by the time the matter reaches the <br />Council at it next meeting. Therefore, the Council has the ability to <br />act on the rezoning without a recommendation from the Commission. <br />However, the Planner did not anticipate that the Council would take <br />action prior to the Commission's making a recommendation. <br />Mr. DeLonais recommended that the proposed rezoning of property in the <br />area of Country Drive to PUD be tabled pending a report from the City <br />Planner addressing the concerns of the Commission which were raised <br />this evening. <br />Motion seconded by Schweizer. <br />Motion carried 7 - 0. <br />Cellular Dewayne Carroway, Cellular One, appeared before the Commission regarding <br />One Cellular One's proposal to mount its antennas and a microwave dish on <br />the City's water tower. This proposal also includes construction of a <br />12 foot by 28 foot equipment shelter at the base of the tower. <br />Carroway pointed out that a couple of years ago Cellular One approached <br />the City proposing to construct a 180 foot tower within the City. This <br />new proposal replaces the one for the tower. Carroway reported that <br />the City Planner has indicated that the placement of the equipment on <br />the City's water tower is an excellent alternative, however, pointed <br />out that the proposed shelter does not meet setback requirements. <br />Carroway stated that in order to meet setback requirements, the building <br />would have to be placed within 3 feet of the water tower. The foundation <br />for the water tower extends 10 feet from the tank, and Cellular One's <br />engineer is concerned about this. Carroway pointed out that the water <br />tower does not meet setback requirements. <br />The City Planner reported that the Public Works Superintendent has suggested <br />that the equipment building be placed in front of the water tower for <br />Page -5- <br />
