MINUTES <br />City Council <br />Dec. 14, 1988 <br />Australian to the City and is aware of the fact that Mrs. Peterson is also willing <br />Imp. to dedicate her portion of the easement. <br />(Cont.) <br />Fahey noted that the project would probably not be put in until the Spring, <br />therefore, there is adequate time to rebid it. <br />Mr. Marsh asked who would pay the cost of the improvement. <br />Fahey stated that if the easements are granted at no cost, the City would <br />pay the cost from the General Fund. <br />Mr. Danner, the contractor who submitted the low bid, stated that if the <br />project is rebid, he would estimate the cost as being 20% higher. Danner <br />pointed out that the project was bid on a unit price basis, also noting <br />that the contract provides for a 60 day extention. <br />The City Attorney suggested that the contract not be awarded until he had <br />an opportunity to review it and until he can determine the status of the <br />easements. The City Attorney requested that the matter be tabled for a <br />couple of weeks to give him an opportunity to do this. <br />The City Engineer pointed out that the City has 60 days in which to act on <br />the bids. <br />It was the concensus of the Council to table action on the matter for 30 days. <br />Cellular One Mr. Dewayne Carroway and Mr. Brian Rogers, representing Cellular One, <br />appeared before the Council requesting that Cellular One be allowed to <br />mount their antenna system on the City's water tower. Carroway explained <br />Agenda the specifics of the proposal as well as described the small building that <br />Item No. 14b would need to be constructed near the water tower to house equipment. <br />Carroway reported that Cellular One has done this in other cities and is <br />paying these cities monthly rental fees for the use of City property. <br />Carroway reported that he has discussed a $400 per month rental fee with <br />the City's Public Works Superintendent. <br />Fahey asked the kinds of fees Cellular One is paying to other cities. <br />Mr. Rogers replied that Cellular One is paying St. Louis Park $575 per <br />month for the mounting of two microwave dishes on their water tower. <br />Burnsville is being paid $900 per month, however, Burnsville constructed <br />the equipment building and is leasing it back to the City. Wayzata is <br />receiving $275 per month for a situation similar to what Cellular One is <br />proposing in Little Canada. <br />Blesener asked if a separate tower would provide better reception than <br />mounting the equipment on the City's water tower. <br />Rogers replied that the higher the tower, the further the signal can go. <br />Rogers reported that an optimum height of 180 feet is needed in this area, <br />Page -9- <br />PAGE-23 <br />
