MEMORANDUM <br />TO <br />FROM: <br />DATE: <br />RE: <br />FILE NO: <br />northwest associated consultants, inc. <br />Little Canada Planning Commis <br />Stephen Grittman <br />4 January 1989 <br />Little Canada - Cellular One - Telephone <br />Transmission CUP <br />758.09 - 89.01 <br />BACKGROUND <br />Cellular One, a cellular mobile telephone company, has been <br />attempting to establish a transmission tower facility in Little <br />Canada for over one year. However, problems with access and <br />other site issues had stalled a previous application for a <br />freestanding facility on the Donovan Construction property. The <br />applicant now proposes to mount a series of small antennas on the <br />City's water tower adjacent to City Hall. A copy of the <br />applicant's letter and site plan are attached to this report. <br />ANALYSIS <br />The new proposal would entail the placement of three groups of <br />two 20 x 33 inch antenna panels on the tower base, just under the <br />water tank. The panels are proposed to be painted the same color <br />as the tower. In addition, the utility would construct a 12 foot <br />by 28 foot equipment shelter to the north of the tower. the <br />antenna are nonobtrusive and present no problem. The shelter is <br />an allowed accessory structure in the Public Zoning District. <br />However, setbacks must be adhered to. In the "P" District side <br />yards abutting residential property must be at least 30 feet, and <br />setbacks from the public right -of -way must be at least 40 feet. <br />Based on the applicant's site plan, it appears that the building <br />could be accommodated if moved closer to the street (Noel Drive) <br />and closer to the tower. We have sketched the approximate <br />location on an additional copy of the plan.
