MINUTES <br />Planning Commission <br />January 12, 1989 <br />Mr. Herkenhoff recommended that the Frank Frattalone property rezoning <br />request be approved with the south 253 feet along South Owasso Blvd. <br />(or approximately one acre) to remain zoned I -P and the remainder of <br />the Frattalone property to be rezoned I -1 due to the past history of <br />the rezoning of this property. <br />Motion seconded by Schweizer. <br />Motion carried 7 - 0. <br />Section 6 The City Planner presented the Commission with a map detailing the <br />PUD rezonings which the City Council enacted in October of 1988. The Planner <br />pointed out that the area shown as PUD was originally proposed to be <br />rezoned to I -P. Due to soil concerns in this area, the Council is now <br />proposing that this section be rezoned from I -1 to PUD. The Planner <br />pointed out that there are some vacant parcels in this area, but the <br />majority are developed, although these businesses have room for <br />expansion. <br />The Planner pointed out that under the proposed PUD zoning, the City can <br />allow any use allowed by the Comprehensive Plan. The Comprehensive <br />Plan recommends that this area be developed as industrial. The Planner <br />reported that the purpose of the PUD zoning is to try to get high - quality <br />site design, although the property probably cannot accommodate the <br />site design required by the I -P District. <br />The Planner stated that under the PUD District, the Council would begin <br />with the standards of the I -1 District and upgrade from there. Under <br />the PUD the Council could consider each parcel on an individual basis <br />according to the soil conditions of the individual parcels. <br />The Planner stated that under the I -P District property owners with <br />metal buildings would he allowed to expand their metal buildings by <br />25 %, however, Green space must also be increased. Outdoor storage <br />is limited to 75% of the building size. Therefore, under these <br />restrictions, some businesses would not be able to expand. <br />Costa asked the effect of the rezoning to PUD on the landscaping <br />business in this area. <br />The Planner pointed out that the rezoning will not effect the use <br />since existing conditions would be arandfathered in as non - conforming. <br />Under the PUD there are no specific performance standards, and all <br />uses would be by conditional use permit. All development proposals <br />would require Planning Commission review and Council approval. <br />Jack Peterson, Peterson Maintenance, stated that he was opposed to <br />the rezoning. Peterson reported that he purchased his property <br />because it was zoned I -1, and was concerned in the future with resale <br />value should he chose to sell his property. <br />Page -3- <br />
