Frattalone reported that he <br />was forced out of his previous location because the zoning was improper. <br />Frattalone reported that he has 238,000 square feet of property, of <br />which 46,183 is in green area and he also has 11 acres of property in <br />ponding at another location. Frattalone reported that he has .625 acres <br />of property dedicated for street and boulevard on his parcel. Frattalone <br />requested that approximately one acre, or a depth of 253 feet off <br />South Owasso Blvd. remain I -P with the remainder of his property <br />rezoned to I -1. <br />Costa stated that he felt Mr. Frattalone was entitled to the rezoning <br />that he is requesting. <br />Davison asked if the rezoning is approved if specific reasons for the <br />rezoning should be included in the resolution so that other property <br />owners are aware of the circumstances and a precedent is not set. <br />The Planner replied that this was correct. <br />Peterson asked if the only difference between I -P and I -1 zones was <br />the limitation on outdoor storage in the I -P District. <br />The Planner replied that outdoor storage in the I -P District is <br />limited to 75% of the size of the building, while in I -1 outdoor <br />storage is unlimited. In addition, in the I -P District buildings <br />are required to be masonry, while I -1 allows metal -clad structures. <br />The Planner pointed out that when the Frattalone property was rezoned, <br />it made Mr. Frattalone's outdoor storage non - conforming. That is the <br />primary non - conformity of the site. <br />Frattalone pointed out that outdoor storage is very important to his <br />business, and while he may be grandfathered in, the building was <br />constructed for other uses as well that require outdoor storage. <br />Frattalone stated that he is concerned about the future when his <br />building might be sold. <br />Schweizer agreed that the rezoning took place very rapidly. <br />Frattalone agreed, and commented that it is his feeling that City staff <br />as well as the Council was not fully aware of the effects the rezoning <br />would have. Frattalone stated that he would prefer that his entire <br />piece be rezoned to I -1, but can understand the Council's concerns <br />for getting upgraded development along South Owasso Blvd. Therefore, <br />Frattalone is suggesting that the property along South Owasso Blvd. <br />remain I -P, with the remainder to be rezoned to I -1. <br />There was no one from the audience present wishing to comment on this <br />matter. <br />Page -2- <br />
