Fahey <br />DATE: March 29, 1989 <br />RE: March 28, 1989 Meeting on the Keller Parkway Bike Lane <br />MAYOR <br />Michael Fahey <br />COUNCIL <br />Beverly Scalze <br />Bill Blesener <br />Rick Collova <br />Jim LaValle <br />The City Hall was packed with numerous residents, 90% from Little <br />Canada, in response to the call for a neighborhood meeting <br />concerning a pedestrian walkway /bike lane around Gervais parkway. <br />Paul Kirkwold, Deputy Director of Public Works for Ramsey County, <br />Greg Mack, Director of Parks and Recreation and Commissioner Duane <br />McCarty attended along with Mayor Mike Fahey, and Council persons <br />Bev Scalze and Rick Collova. <br />Paul Kirkwold described the difference between a bike path, which <br />is a separate lane which is not connected to the road surface, and <br />a bike lane, which is in effect a wider shoulder surface attached <br />to the roadway. He stated that the County's current policy is that <br />bicycle facilities are to be considered as part of road <br />reconstruction projects. The County will pay 25% of the costs of a <br />bike path. The County would contribute nothing towards <br />construction of a pedestrian walkway. The County would contribute <br />25% to the construction or improvement of a paved shoulder. <br />Presumably, the County would therefore contribute 25% towards the <br />construction of a paved shoulder which would in effect be used as a <br />bike lane. <br />Mr. Kirkwold said that the current County policy is when they <br />reconstruct a roadway, they build it to a minimum of a 20' road <br />surface with a 6' shoulder on each side for a total of 32' of <br />blacktop area. He indicated there was a 66' right -of -way on Keller <br />Parkway, <br />Mr. Greg Mack, the Director of Parks and Recreation, related that <br />there are no funds available within the County for construction of <br />bike paths and that the funding for those kinds of programs <br />essentially dried up in the early 1980's. He and the Mayor <br />explained that Keller Parkway was designated in the late 70's as <br />part of a bike plan for Ramsey County, but was later deleted when <br />the funding disappeared. <br />Page 5 <br />c to <br />
