Keller Parkway Bike Lane <br />March 29, 1989 <br />Page 2 <br />Numerous issues were raised by the citizens present. A summary of <br />those issues is as follows: <br />1. The vast majority of the residents present favored the <br />Council requesting the Commissioner of Highways to <br />investigate and lower the speed limit on Keller to <br />15 -20 mph. <br />2. The residents raised concern regarding people speeding <br />along Keller Parkway. Our full -time day shift sheriff, <br />Mr. Steve Goeritz, was present and stated that in the last <br />30 days he has issued 35 tags to people for speeding <br />around Keller Parkway and that he felt that sufficient <br />attention was being given to that issue during the day <br />shift. Some of the residents felt that more effort should <br />be made in that area. <br />3. One resident complained that large trucks (i.e. semis) <br />were traveling around Keller Parkway and ruining the road, <br />destroying the esthetics and creating potential hazards <br />because of their wide span on the narrow roadway. It was <br />suggested that the City consider posting a permanent <br />weight restriction on Keller Parkway with the cooperation <br />of the County. <br />4. There was considerable discussion regarding making Keller <br />Parkway a one -way from Arcade Street to Little Canada <br />Road. it appeared that most of the residents that were <br />present favored that proposition. However, we did not <br />specifically poll the people present to determine which of <br />the homeowners along Keller Parkway favored that proposal <br />and the Mayor indicated that in any event we would have to <br />study that issue carefully including obtaining a survey <br />from the adjacent land owners regarding their wishes. <br />Paul Kirkwold pointed out that Ramsey County has no <br />one -way streets other than in downtown St. Paul. Some <br />residents disputed that saying that Phalen Lake has some <br />one -way roadways. The Mayor pointed out that if we made <br />Keller Parkway a one -way road (assuming the County <br />agreed), it would be likely that the County would turn the <br />road over to the City and it would then be ours to <br />maintain. The County had indicated that it intended to <br />reconstruct and /or overlay Keller Parkway within three <br />years and we did not want to put our City in the position <br />of assuming that cost because of a bike lane. <br />Commissioner McCarty indicated that State warrants may <br />prohibit making Keller Parkway a one -way street. <br />5. There was some discussion regarding whether a bike path <br />should be considered or a bike lane. The consensus was <br />Page 6 <br />
