Stat. 5 645.44,, subd. 7 (1986) <br />( "Person" may extend and be applied to "bodies politic "). We do not address the <br />question of under what circumstances the city may be able to establish injury or <br />threatened injury to itself as opposed to injury or threatened injury to its residents. <br />Minn. Stat. 5 327.26, subd. 1 (1986) bars a municipality from imposing any license <br />upon any licensed manufactured home park or occupant. Subdivision 2 provides that <br />any municipality which enacts laws or ordinances relating to the safety and protection <br />of persons and property is empowered to enforce them within any manufactured home <br />park.
