Periodic ponding in <br />adjacent ditches and contiguous low areas has been noted as far back <br />as the mid 1970's. Much of the area and adjacent property is within <br />the flood plain of Lake Gervais and is impacted by elevated lake <br />levels as well as surface runoff. Our records support the fact that <br />drainage from the road itself has always been acceptable, while <br />conveyance to and from abutting properties has been and remains poor. <br />Recent complaints from the Eng's concentrate on standing water in the <br />ditch and lower ground within their front yard, particularly since the <br />recent restoration of County B -2 following installation of the <br />Metropolitan Waste Control Commission Beltline Interceptor. <br />Assembling information relating to construction supports the <br />contention that no material change to the road section relating to <br />drainage control occurred, with the exception of installing a curb <br />line along the north side of County Road B -2, easterly of the Eng <br />home. The latter did inadvertantly convey additional flow to the <br />ditch area in front of their home, rather than discharging to the <br />ditch section to the east. Our Maintenance Division cut curb openings <br />last fall to mitigate this problem. The only other drainage impact <br />due to the road restoration was replacement of one larger culvert with <br />three smaller ones in the low point of of the road to improve cover <br />over the pipes. The invert control and capacity were not materially <br />changed. <br />A number of factors contribute to the problem in front of the Eng <br />home. Existing drainage structures, although adequate for roadway <br />concerns, are marginal in ability to convey discharge to Lake Gervais. <br />Development of homesites, issuance of fill permits, and allowance of <br />other improvements within the flood plain have increased surface flows <br />and reduced available storage capacity. The result is concentration <br />of surface runoff at areas without adequate flowage or storage <br />capacity. These changes in land use are not under the jurisdiction of <br />Ramsey County - rather they are subject to permit through the City. <br />Records in our office suggest much of the development within the <br />Page 25 <br />
