abutting flood plain occurred in direct contradiction to County <br />recommendations. <br />We are mindful of the significant problems generated by poorly <br />controlled surface runoff. And, we are sympathetic to the Eng's <br />concerns. However, proper correction of drainage deficiencies at this <br />time is properly handled by municipal stormsewer improvements. County <br />participation in that regard should be secured through the assessment <br />process. The County does not direct, nor fund, comprehensive drainage <br />plan improvements beyond review and acceptance of assessments against <br />County properties, commensurate with its contribution to runoff rates <br />and subject to governing acceptance policy. This policy applies to <br />site specific installations as well as major stormsewer construction. <br />This position has been conveyed to Don Carley in review of correction <br />options. <br />We hope this clarifies Ramsey County's position in this matter.
