MINUTES <br />Planning Commission <br />March 9, 1989 <br />KVBM Mr. Costa asked if there would be a guaranteed user fee on <br />Television the tower every year. Mr. Rieder indicated that when they <br />Tower get past that process, they can negotiate with the Council. <br />(cont.) Mr. Costa asked where the figure of $100,000 a year came <br />from. Mr. Peters indicated that the two towers in Shoreview <br />each pay $55,000 a year. <br />Mr. McGinnis felt that there would be less problems with a <br />self- supporting tower. The towers in Shoreview are not <br />self- supporting. <br />Mr. Herkenhoff indicated that if someone were to touch the <br />KSTP tower, it would be hot. Mr. Peters stated that KSTP is <br />actually energizing the ground; therefore, a person could <br />get burned on this tower. Mr. Peters stated that the only <br />thing that would be hot on their proposed tower would be the <br />antenna at the top. <br />Mr. Herkenhoff asked if there would be any hazards as a <br />result of all the radio waves from the tower. Mr. Rieder <br />indicated that the tower meets all safety requirements as <br />set by OCEA. <br />Mr. McGinnis indicated that there would be a red light at <br />the top of the tower at night and a strobe light during the <br />day. Mr. McGinnis stated that if they did not have the <br />strobe light, they would have to paint the tower an <br />offensive orange and white. <br />Mr. Davison indicated that he would like to see the soil <br />statement and the environmental impact statement. <br />Mr. Davison also feels it is too close to homes within the <br />City. <br />Mr. Peters stated that he wishes to have the Commission vote <br />on the issue tonight instead of table it. Mr. Rieder stated <br />that the FCC has a time -line which they must follow. <br />Mr. Costa stated that since the tower is such a large <br />structure and would impact the City, the Commission needs <br />more time to discuss this issue. <br />Mr. Bendel felt that the residents of the trailer court <br />should be notified of the issue. Mr. Costa felt that the <br />proposed site would not "be the best to support that much <br />weight. <br />Page 11 <br />
