February 21, 1989 <br />To the Little Canada Planning Commission: <br />We need a new larger utility and storage building for Thirty- Twenty Mobile <br />Home Court & Sales. The present building is undersized and is structurally <br />and aesthetically unsound. <br />Since taking over management of this court, I have made a number of improve- <br />ments to what was already a well run court. I have installed new underground <br />220 volt electrical lines to the two southernmost rows of mobile homes (the <br />A & B rows) to replace the old inadequate 110 volt lines so that now all homes <br />have up to date electrical service. I have installed new underground telephone <br />service to the A & B row homes to replace the unsightly aboveground lines. I <br />have installed high pressure sodium street lights along the A row street. This <br />area was previously unlit. Also, high pressure sodium lights have been install- <br />ed elsewhere in the court. I have resurfaced all the blacktop in the court with <br />a new coat of blacktop, not simply stone and tar or other type of second rate <br />repair. I have blacktopped the area by the office, the A row street and, in <br />fact, all street surfaces not previously blacktopped. I have even paid for the <br />blacktopping at our neighbor's, Mr. Schrier's road which runs parallel and <br />adjacent to our A row road. I did so to improve the appearance of the court <br />as I did not want a gravel road beside our blacktop road. I have also install- <br />ed cable T.V. at the A & B rows and will finish installation of the cable T.U. <br />lines within the rest of the court subsequent to the completion of the proposed <br />new utility building. In short, I have tried very hard to improve the court. <br />The utility building is the next step in the improvement process. <br />Another reason for the new building is the storm shelter issue. At present, <br />we are the only court in Little Canada which provides a shelter on site for <br />the tenants. At the initial inspection of our office basement shelter a few <br />weeks ago, John Palacio found our shelter to meet all state criteria with the <br />exception of the "second exit" and "handicapped accessibility" requirements. <br />This prompted me to call Kraus - Anderson Contractors regarding the possible con- <br />struction of a ramp to the basement so as to meet all criteria. Later, at <br />the Emergency Services Committee meeting on January 25, 1989, it was decided <br />that all that was needed was for me to provide a second exit which I will do. <br />I was told now that no ramp was needed for the handicapped. I was not im- <br />pressed with the stability of this decision. Basically, what happened is that <br />due to the problems North Star Court has in constructing a storm shelter, it <br />was decided that to be "fair," all other courts needn't comply to the letter <br />with all the state shelter requirements. I wouldn't be surprised if a different <br />decision is rendered at a future date. If anything, maybe the state will not <br />Page 27 <br />
