northwest associ2ted consultants, inc. <br />PLANNING REPORT <br />TO: <br />FROM: <br />DATE: <br />Little Canada Planning Commission <br />Stephen Grittman <br />6 March 1989 <br />RE: KVBM TV Conditional Use Permit <br />FILE NO: 758.09 - 89.10 <br />BACKGROUND <br />KVBM TV is a commercial broadcasting group seeking a transmitting <br />facility location in Little Canada. The facility requires the <br />construction of a tower over 1,100 feet in height. Such a tower <br />is defined as an essential service in Little Canada and a <br />conditional use permit is necessary to allow the height <br />requested. The station's studios are a permitted use in the B -W, <br />I -1, I -P, and PUD Districts in the City. The proposed site lies <br />within the PUD District, recently changed from I -1. Industrial <br />uses are mandated by the Comprehensive Plan. <br />ANALYSIS <br />The proposed tower is a triangular steel lattice structure which <br />is self supporting, requiring no guy- wires. The Planning <br />Commission must make a finding of fact as to the project's <br />compliance with Comprehensive Plan goals and policies as a part <br />of its analysis for the conditional use permit (CUP). The <br />following sections discuss the applicable criteria for CUP <br />consideration. <br />The thrust of the Comprehensive Plan is its requirement for non- <br />intrusive land use relationships particularly where commercial or <br />industrial areas may impact residential areas. The proposed site <br />has no abutting residential. districts. The nearest residentially <br />zoned land is approximately 1,300 feet to the northeast, across <br />1 -694 along Twin Lake Trail.
