The proposed site will function as a relatively low intensity <br />industrial /commercial use, with access over collector streets and <br />through primarily commercial /industrial areas. However, the <br />tower will clearly be visible to surrounding areas. Since the <br />maximum building height for virtually any other structure if 40 <br />feet, there is little context in which to decide whether this <br />proposal is an intrusive compared to other development. Even the <br />City's water tower is under 200 feet. <br />Items which the Planning Commission should consider in its <br />decision are: <br />o Lighting: MnDOT Aeronautics will require certain lighting <br />for aviation safety. <br />o Attraction of the structure as a "curiosity ": This can have <br />both positive and negative aspects. Positive aspects <br />include "tourism" type benefits for local businesses. <br />Negative aspects may include traffic generated in otherwise <br />commercial or industrial area,s as well as the aesthetics of <br />the area being proposed for the tower's site. <br />o Future proposals: One major concern, if the project were to <br />be approved in its current proposed location, is the <br />framework under which the CUP was granted and the precedent <br />which could be set for future similar proposals. Under <br />statute, a conditional use permit is to be granted if the <br />criteria established in the Ordinance are met by the <br />proposal. If this proposal were to be approved, a similar <br />request meeting the same criteria could reasonably expect to <br />be approved. The City of Shoreview has a number of guyed <br />transmission towers, and the City is not welcoming new <br />ones. If the existing Shoreview transmitters were to look <br />for new locations, Little Canada is not likely to want to be <br />in a position of having to accept additional transmission <br />facilities. <br />o Site plans: Complete site plans illustrating compliance <br />with other Zoning Ordinance criteria have not been <br />submitted. Such items include studio building locations, <br />parking, landscaping and other issues. <br />If an approval is forthcoming, it should be a concept stage <br />PUD approval only, with future approvals contingent upon <br />fully complying site plans. <br />Page 67 <br />
