Grading /Drainage. Prior to final site plan approval, the <br />applicant will be required to submit a grading and drainage plan. <br />The plan will be subject to the review and comments of the City <br />Engineer. <br />Trash Areas. As shown on the submitted site plan, a trash <br />enclosure is located in a highly visible area south of the site's <br />principal structure. The enclosure should be constructed of <br />materials consistent and /or complementary to the said principal <br />building. <br />RECOMMENDATION <br />Based on the following review, our office recommends approval of <br />the conditional use permit allowing a convenience restaurant <br />within a B -3 zoning district subject to the following conditions: <br />1. Consideration is given to consolidating the two Rice Street <br />access points. <br />2. The proposed menu board is shifted northward to allow the <br />stacking of one additional vehicle waiting to use the said <br />board. <br />3. The curb stop lying to the east of the site's southern row <br />of parking spaces is modified to produce an improved <br />interior circulation system. <br />4. The site plan is revised to designate locations of all <br />loading activities. <br />5. All exterior lighting locations are described on the project <br />site plan. <br />6. A landscape plan is submitted prior to final site plan <br />approval which indicates type and location of all exterior <br />plantings which are to occur on the site. <br />7. A grading and drainage plan is submitted prior to final site <br />plan approval and is subject to the review and comments of <br />the City Engineer. <br />8. The proposed trash enclosure be constructed of materials <br />consistent and /or complementary to the principal building. <br />9.
