BRIGGS AND M0RG_1N <br />M E M O R A N D U M <br />TO: RAMSEY COUNTY MUNICIPALITIES <br />FRO OHN A. CAIRNS <br />DAT MAY 24, 1989 <br />RE: RAMSEY RECYCLING, INC. <br />Ramsey Recycling, Inc. (RRI) is fully prepared to assume Super <br />Cycle's collection services on June: 1, 1989. We will be in <br />touch with you and others in your city to discuss the <br />circumstances under which the contract should be negotiated <br />with RRI in respect to those services. <br />As your local haulers, RRI is well experienced in the collection <br />of recyclables, including St. Paul (Distr. 14), Maplewood, North <br />St. Paul, Vadnais Heights and White Bear Township. As you <br />probably are aware, RECOMP has no experience in recycling <br />collection and its only experience is in processing. In fact, <br />there are several options open to Ramsey for processing and <br />leaving the collection function to those who are professionals <br />in the business and who have served your community for many, <br />many years. None of Super Cycle's equipment is needed to do <br />this. <br />It appears that RECOMP has apparently indicated to some of the <br />Ramsey County municipalities that some important changes in <br />their collection services would have to occur if they were to <br />take over Super Cycle's position. Undoubtedly, those will involve <br />some day of collection changes. RRI is prepared, in nearly <br />every instance, to provide collection on the same day as is <br />currently the practice in your municipality. <br />Notwithstanding the Ramsey County Board Resolution on May 23, <br />we believe the RECOMP /Super Cycle deal is hardly done. There <br />are many contingencies on it. By example, RECOMP was not <br />permitted to continue Super Cycle's services in Minneapolis, <br />which is among the largest of the collection contracts. <br />Thank you for attending to our concerns.
