• Access
Parcel 1 will have to receive a driveway access permit from
Ramsey County for access to County Road C. Access to Parcel 2
must be clarified. Currently, access to the existing house is
via an access easement across 2731 Lakeshore. The most desirable
situation would be for Parcel 2 to have its own access via County
Road C. From the information available to staff, it is not clear
whether this is possible.
• Other Issues
Drainage and utility easements should be included per review and
recommendation of the City Engineer. Park dedication charges
should be evaluated as well, since this is land which has been
subdivided several years ago.
RECOMMENDATION
We recommend approval of the Jeff DeBace lot split with the
following conditions:
• Minimum five foot side yard setback is achieved between the
existing house and the new lot line by survey.
• Access to Parcel 2 is clarified, and gained from County Road
C if possible.
• City Engineer review of drainage and utility needs.
• Park charge verification is made by the City.
• Comments from other City staff.
cc: Joe Chlebeck
John Palacio
Don Carley
Tom Sweeney
Jeff DeBace
Page 70
