2. A ten (10) foot wide by thirty (30) foot deep designated <br />loading area is necessary. <br />ISSUES AND ANALYSIS <br />Land Use. The site exists as a vacant lot with existing <br />surrounding land uses as follows: <br />Direction Zoning Existing Land Use <br />North B -3 Vacant <br />South R -1 Viking Drive South <br />East R -1 (w) / PUD Medical Building /wetland/ <br />MnDOT,Highway 36 R.O.W. <br />West B -3 Commercial <br />The property is located within Planning District 19 of the Little <br />Canada Comprehensive Plan. The recommendations within Planning <br />District 19 suggests that further development of this type should <br />be encouraged with consideration given for joint use and <br />clustering of activities. The office building proposal is <br />consistent with the goals and recommendations of the <br />Comprehensive Plan. <br />Zoning, The property is currently zoned B -3, General Business <br />District. The following are the minimum lot and setback <br />requirements within the B -3 District: <br />Lot Area: 15,000 square feet <br />Lot Width: 100 feet <br />Setbacks: <br />Front Yards: Not less than forty (40) feet. <br />Side Yards: a. Abutting residential property <br />right -of -way: 40 feet. <br />b. Abutting non - residential <br />property: none. <br />Rear Yards: Not less than twenty (20) feet. <br />Lot area and widths are consistent with the Ordinance <br />requirements. The lot setbacks are consistent with the Ordinance <br />requirements with the exception of the front yard setback of <br />twenty -five (25) feet and the east side yard setback of ten (10) <br />feet. The Ordinance requires a minimum of forty (40) feet from <br />the front yard lot line and a minimum of forty (40) feet from a <br />side yard abutting a residentially zoned piece of property. <br />Page 14 <br />
