MINUTES <br />Planning Commission <br />July 13, 1989 <br />Country Mr. Grittman stated that the City has studied the Country <br />Drive Area Drive area for many months and has come to the conclusion <br />Rezoning that the most attractive use for the area would be an <br />office /warehouse or office /showroom and possibly some <br />limited neighborhood commercial use. The Council and the <br />Economic Development Committee are looking to see that the <br />entire 11 acres involved is developed as a unified parcel <br />rather than piece by piece because they feel that it would <br />be more appealing to a large developer. Mr. Grittman <br />indicated that lowering the property as was proposed in the <br />past is not feasible; however, it could possibly be lowered <br />five feet. <br />Mr. Grittman stated that the proposal is to rezone the <br />properties to either an Industrial Park (I -P) zoning or a <br />Planned Unit Development (PUD) zoning. Mr. Grittman <br />indicated that the Economic Development Committee is looking <br />to the Planning Commission for a recommendation on the <br />Committee's proposal. <br />Mr. Grittman explained that the PUD zoning does not have any <br />specific uses listed in it, it can allow any particular use, <br />and has no performance standards listed in it. All of these <br />issues are done by negotiations with the Planning Commission <br />and the City Council. <br />Mr. Grittman stated that the City is initiating this <br />rezoning. Mr. Grittman stated that TIF is proposed because <br />of all the homesteads located on the property. <br />Mr. Marcel Zoch, a resident of Condit Street, appeared <br />before the Commission asking what would happen to the corner <br />lot by him which is zoned residential. Mr. Zoch felt that <br />the rezoning would devaluate his property. Mr. Costa asked <br />Mr. Zoch what he would like to see there. Mr. Zoch replied <br />that he would like the property zoned the way it is now. <br />Mr. Costa asked how the City could initiate the rezoning if <br />they did not have a buyer. Mr. Grittman indicated that the <br />Committee was trying to determine what the most appropriate <br />use of the land would be. The result of their study <br />indicated that most of the land is now zoned General <br />Business (B -3) which is not the most likely development to <br />be put in the area. <br />Page 3 <br />
