MINUTES <br />Planning Commission <br />July 13, 1989 <br />Country <br />Drive <br />Rezoning <br />(cont.) <br />Mr. Don Gagne, another resident in the area, appeared before <br />the Commission stating that the City does not want to <br />purchase any of the property, but has noticed that the area <br />is a prime piece of commercial land and is interested in <br />finding the most appropriate use for the land. <br />Mr. Costa asked if the whole proposal would be dropped if <br />one resident did not want to sell. Mr. Grittman said that <br />it would not necessarily be dropped. <br />Mr. Costa asked what would happen if a resident wanted an <br />exorbitant amount of money for their homestead. <br />Mr. Grittman indicated that the City would probably not <br />participate in the deal. Mr. Costa was concerned that the <br />property would then become an island out there. <br />Mr. Grittman stated that it probably would if the home owner <br />continued to want such a high price. <br />Mr. Costa stated that he wanted to see tax money generated <br />from the property right away instead of having to wait ten <br />years as indicated by the TIF. <br />Mr. Grittman indicated that the Commission should concern <br />itself with the rezoning and the proposed use of the land. <br />The Commission should not concern itself with the TIF. <br />Ms. Schweizer asked if apartments would be permissible in <br />the area under the PUD zoning. Mr. Grittman indicated that <br />it would be possible under the PUD zoning; however, it would <br />not be permissible under the I -P zoning. <br />Ms. Schweizer asked Mr. Grittman what the disadvantage of <br />leaving the property zoned B -3 would be. Mr. Grittman <br />stated that according to the study, the land is not <br />appropriate for the B -3 zoning. Mr. Grittman indicated that <br />it would be a more attractive area if it was zoned <br />differently. <br />Mr. Grittman recommended that the Commission approve the PUD <br />rezoning due to the fact that the I -P zoning may be more <br />strict than the City would like to see in some cases. <br />Mr. DeLonais stated that the area will eventually be <br />developed; therefore, the Commission should be concerned <br />about the type of development that goes in there. <br />Page 4 <br />
