Ramsey - Washington Metro Watershed District <br />1990 Goals & Objectives <br />Mission Statement <br />The Ramsey - Washington Metro Watershed District shall provide and coordinate services to protect, <br />manage and improve surface and groundwater resources and the related environment. <br />Goals & Objectives <br />Goal 1: Substantially reduce or eliminate erosion and sedimentation damage as a result of <br />construction activity in the District. <br />Objective a: To continue implementation of permit procedures and aggressive <br />enforcement of District permits. <br />Objective b: To incorporate the Ramsey Soil & Water Conservation District Pilot <br />Erosion & Sediment Control standards and model ordinance into the <br />District's regulatory program by Dec. 1989. <br />Objective c: To analyze and develop a plan for the restoration of Carver Ravine at a cost <br />not to exceed $30,000 by March 1990. <br />Goal 2: Improve water quality in District lakes and streams. <br />Objective a: To complete the Tanner's Lake Phase One diagnostic feasibility study by <br />March 1990 within the current budget. <br />Objective b: To Complete feasibility studies on the benefit and cost of three water <br />quality improvement project recommendations from the Phalen <br />Watershed study by March 1990 at a cost not to exceed $25,000. <br />Objective c: To prepare project plans for improvements to County Ditch 16 from Lake <br />Gervais to north of Owasso Boulevard by June 1990 at a cost not to exceed <br />$85,000. <br />Objective d: To prepare project feasibility study, conduct intergovernmental coordination <br />and prepare project plans for sedimentation basin and County Ditch 18 <br />realignment at Hwy. 61 and Beam Ave. by June 1990 at a cost not to <br />exceed $20,000. <br />Objective e: To collect accurate water quality monitoring data on District lakes and <br />streams and analyze data to identify trends and water quality improvement <br />needs. <br />Goal 3: Preserve wetlands providing valuable water quantity, water quality and wildlife habitate <br />benefits. <br />Objective a: <br />To evaluate the St. Paul Street and Sewer Plan and District 1 Plan for <br />consistancy with theDistrict Stormwater Runoff and Water Quality <br />Management Plan and, if necessary, develop a site specific wetland <br />Page 14 <br />
