Objective b: <br />Objective c: <br />Objective d: <br />protection and stormwater detention plan for the Highwood/Blufflands <br />Watershed area by Sept. 1990 at a cost not to exceed $15,000. <br />To evaluate existing District wetlands to identify wetlands needed for <br />water quality treatment or storage capacity and those that could be removed <br />for urban development by Sept. 1990 at a cost not to exceed $25,000. <br />To develop a Purple Loosestrife Control Plan for the District by March <br />1990 at a cost not to exceed $5,000. <br />To implement an ongoing Purple Loosestrife control & eradication efforts <br />by April 1990 at a cost not to exceed $10,000 per year. <br />Goal 4: Protect public and private structural improvements from damage due to flooding. <br />Objective a: <br />To study and develop a plan for increasing the size of the Lake Phalen outlet <br />and the Keller Lake channel that will reduce flooding on the upper lakes and <br />meet capacity limitations in the old beltline interceptor storm sewer by <br />March 1990 at a cost not to exceed $10,000. <br />Objective b: To develop construction plans for county ditch improvements to be funded <br />from the 1989 CIB ($100,000), obtain bids and complete construction by <br />Sept. 1990. <br />Goal 5: Develop a greater public understanding of the need for the management of surface and <br />ground water resources and the role and activities of the Watershed District. <br />Goal 6: <br />Objective a: <br />Objective b: <br />Objective c: <br />Objective d: <br />To publish public information news releases or special purpose <br />newsletters on all District construction and planning programs. <br />To assist other organizations and agencies in providing erosion and <br />sediment control education for contractors, engineers, and City <br />inspectors. <br />To serve as a local delivery service for K -12 educational material following <br />the completion (June 1990) of material developed by the Joint Legislative <br />Commission on Agricultural Land Preservation and Soil and Water <br />Conservation. <br />To provide, through the District CAC, adult educational programs through <br />School District Adult Continuing Education and other appropriate vehicles, <br />starting in the fall 1989. <br />Assist other units of government and coordinate the implementation of programs <br />designed to protect the quality and quantity of our groundwater resources. <br />Objective a: <br />Objective b: <br />To monitor state and federal groundwater management efforts and <br />proposed programs to identify opportunties to assist in the delivery of <br />programs or assistance to cities or individuals within the District. <br />To develop a local cost -share program process and procedures designed <br />to work in conjunction with State programs for closing abandoned wells <br />within the District. <br />Page 15 <br />
