QUESTIONS AND ANSWERS ABOUT THE <br />FLOOD HAZARD MITIGATION GRANT ASSISTANCE PROGRAM <br />What is the program? <br />During the 1987 Legislative Session, Laws of Minnesota Chapter 306 Sections 3 -5 <br />established within the Department of Natural Resources a flood hazard mitigation <br />program to provide state technical and financial assistance to local government <br />units for conducting flood damage reduction studies and for planning and <br />implementing structural and non - structural flood damage reduction measures. <br />What flood hazard mitigation measures are eligible for funding assistance? <br />Financial assistance may be available for conducting flood damage reduction <br />studies and for planning and implementing structural and non - structural measures <br />including: dams, dikes, levees, flood bypass channels, flood storage and <br />retardation structures, water level control structures, acquisition of <br />floodplain lands, relocations, floodproofing, development of flood warning <br />systems and evacuation procedures, adoption and enforcement of land use control <br />ordinances and building codes, signs and other notifications of regional flood <br />areas, provision of flood insurance and public education. <br />What measures are not eligible for funding assistance? <br />Certain measures are excluded from this program including deepening or <br />straightening existing stream channels, cleaning out public ditches and clearing <br />and snagging natural watercourses. <br />Who may apply for funding assistance? <br />Applications for financial assistance must be made by a local government unit <br />including a county, statutory or home rule charter city, town, watershed <br />district or lake improvement district. Financial assistance is not available <br />directly to individuals, companies or corporations. <br />How much financial assistance is available? <br />The Department of Natural Resources may award grants up to $75,000. Grants for <br />more than $75,000 must be submitted for consideration by the governor and the <br />legislature before each odd numbered year. Grants awarded under this program <br />must be matched equally by the local government unit sponsors. If your proposed <br />project requires more than $75,000 in state cost - sharing assistance please <br />contact your Area Hydrologist. <br />How are grant requests evaluated? <br />Grants are to be based on the following considerations: <br />1. the extent and effectiveness of mitigation measures already implemented by <br />the local government requesting the grant; <br />2. the feasibility, practicality, and effectiveness of the proposed mitigation <br />measures and the associated non -flood related benefits and detriments; <br />PAGE -7- <br />
