ORDINANCE NO. <br />AN ORDINANCE ADDING CHAPTER 211 TO THE <br />MUNICIPAL CODE OF THE CITY OF LITTLE CANADA, <br />ESTABLISHING THE POSITION OF CITY ADMINISTRATOR <br />THE CITY COUNCIL OF LITTLE CANADA HEREBY ORDAINS AS FOLLOWS: <br />Section 1. <br />Chapter 211 is hereby added to the Municipal Code of the <br />City of Little Canada to read as follows: <br />211. CITY ADMINISTRATOR <br />211.010. The position of City Administrator is hereby <br />established. He /she shall be chosen by the City Council solely <br />on the basis of his /her training and experience and <br />administrative qualifications. The City Administrator shall be <br />appointed for an indefinite period by a majority of the City <br />Council and may be removed from office only by a majority of the <br />City Council, after thirty (30) calendar days written notice. <br />If he /she has served as City Administrator for one year, written <br />charges and a public hearing on the charges before the City <br />Council shall be provided if requested prior to the date wherein <br />his /her removal takes place. The public hearing must be held <br />within thirty days after presentation of the charges and he /she <br />must receive the charges at least ten (10) days before the <br />public hearing. <br />211.020. The City Administrator must have the ability to <br />plan development within the City, to collect materials and to be <br />able to analyze that material for reporting to the City Council, <br />and to conduct and implement studies as to procedures, <br />operations and organization. The City Administrator shall also <br />have the ability to advance and promote harmonious relations <br />with and between municipal employees and the general public. <br />The City Administrator shall possess a degree in public <br />administration or its equivalent and /or four years experience in <br />municipal administration, or have equivalent experience, <br />knowledge, and /or abilities, which, in the opinion, of the City <br />Council, qualifies the person for the position. <br />211.030. The duties and responsibilities of the City <br />Administrator shall be: <br />(A) Subject to City Council regulations and applicable <br />laws, the City Administrator shall control and direct the <br />administration of municipal affairs. <br />-1- <br />Page 110 <br />
