discussion of the need, purpose, goal, and objective for <br />the study. <br />• Research Plan This section should describe the research <br />objectives and methodology of the proposed research <br />project. A description of the tasks and the type of data <br />collection procedures to be used should be included. <br />• Evaluation Methods This section should describe what kind of <br />decision will be supported by the evaluation findings. <br />• Budget This section should indicate the amount of funding being <br />requested to undertake the study including all costs for consulting <br />contracts. If matching funds will be provided, this amount should <br />also be identified. <br />• J ocol Government Support This section should describe local <br />governments commitment for project implementation. Local <br />governments should be willing to support a portion of the <br />programs annual operating expenses based on the adopted <br />RTB's cost sharing guidelines. The local share is negotiable and <br />may be covered entirely or in part by fares collected for the <br />service, employer contributions, auxiliary revenues, or others <br />identified by the communities. <br />Please submit ten (10) copies of your proposal to the Community Transit <br />Planning Grant Program Project Manager on or before October 5, 1989. Any <br />proposals received after this time will not be considered. Proposals should be <br />as brief and concise as possible. <br />Evaluation Process <br />A review team consisting of members from the RTB staff, the RTB's Providers' <br />Advisory Committee and Rideshare Advisory Committee, Metropolitan Council <br />staff, and the Metropolitan Council's Technical Advisory Committee, will <br />evaluate the proposals based on how well they meet the evaluation criteria <br />listed below. The Regional Transit Board will make the final awarding decision <br />based on the results of the review team evaluation. The Board may desire to <br />fund projects at a greater or lesser amount than requested. If so, RTB staff will <br />work with the the applicants to adjust the research scope. <br />Evaluation Criteria <br />Proposals will be reviewed for their relative strengths in the following areas: <br />• The community has identified a potential transit need for which <br />some type of planned action is necessary, and /or the <br />proposal is relevant to priority areas of concern as reflected in <br />the RTB's Transit Service Needs Assessment. <br />• The objectives of the proposed project are sharply defined and <br />clearly stated. <br />Page 12 <br />
