MINUTES <br />PLANNING COMMISSION <br />October 12, 1989 <br />AMENDMENT <br />TO CUP <br />TO INCREASE <br />NUMBER OF <br />VIDEO GAMES <br />Mr. Michael Schifsky, representing Bank Shot Billiards, <br />appeared before the Commission requesting an amendment <br />to his Conditional Use Permit to increase the number of <br />video games to 10. Schifsky reported that he planned <br />to remove an office area for additional space for the <br />video games. Schifsky reported that the office space <br />is not used and is not needed. <br />Schifsky reported that the purpose of increasing the <br />number of video games is to provide entertainment to <br />adult customers while they are waiting for tables. <br />Initially, the thought was that the games would be used <br />by children, however, it is adults using the games. <br />Costa asked if there was anyone from the general public <br />present wishing to comment on this request. There was <br />not. <br />Herkenhoff asked if there have been any problems at the <br />business. <br />Schifsky reported that there have been no problems, and <br />his operation is being used as a roll model for other <br />billiard halls in the Metro area. <br />Bill Suchy, County Road C resident, stated that there <br />have been some fights in the parking lot of the center. <br />Schifsky reported that the Sheriff's Department has not <br />brought this to his attention and he is in contact with <br />them on a day -to -day basis. <br />Suchy stated that the church across the street had a <br />meeting on the matter. <br />Schifsky reported that the pastor of the church has <br />visited the billiard hall and commented on what a nice <br />facility it was and a place that helps keep younger <br />people off the street. Schifsky reported that any <br />problems that have occurred in the parking lot have not <br />been serious enough that they could not be handled by <br />the Bank Shot Billiard staff. <br />Herkenhoff asked if there were any restraints the City <br />could enforce should there be problems at the billiard <br />hall. <br />Page 10 <br />
